    Public Works Director recommends DNR grants for Park Improvement Project

    Public Hearing: Park Improvement Project. Mayor Strand opened the public hearing on park improvement projects at 7:02 p.m. Public Works Director Giesking indicated the Department of Natural Resources had grant funds available for outdoor recreation projects and the Parks Board was recommending two projects be considered for construction and for inclusion in grant applications. Giesking reviewed the proposed projects which included construction of an enclosed picnic shelter/warming house/restroom/storage building in Gault Park for an estimated cost of $250,000 with the City’s in-kind donation being $30,000 in labor for roof construction and $95,000 of parkland dedication funds and a project to reconstruct the large hockey rink at Veteran’s Memorial Park including installation of a post-tension concrete floor and a roof over the rink at a cost of $326,000 with the required 50% in-kind contribution by the City to be funded by parkland dedication funds. Giesking pointed out that improvements to the hockey rink would have the additional benefit of allowing inline skating and/or skateboard use at the rink during warmer months. Giesking asked Councilmembers to review letters of support for the Gault Park project from the Community Hospital, the Wilds of Sand Prairie and Saint Peter Public Schools and a letter of support for the Veteran’s Memorial Park project from the Bulldog Youth Hockey Association. Mayor Strand questioned whether the City would be required to fund additional costs if a grant were awarded for less than the City was asking for. Giesking indicated the project could be scaled back to accommodate the grant funding.     Department of Natural Resources Grant Applications. Public Works Director Giesking requested authorization to submit grant applications to the Minnesota Department of Natural Resources for projects to improve Gault Park in the amount of $250,000 and improvements to Veteran’s Memorial Park in the amount of $326,000 with each grant requiring a 50% in-kind contribution by the City. In motion by Schultz, seconded by Kvamme, Resolution No. 2006-35 entitled “Resolution Authorizing Submission Of An Outdoor Recreation Grant Application To Fund Gault Park Project“, was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted. A complete copy of Resolution No. 2006-35 is contained in the City Administrator’s book entitled Council Resolutions 15.

    In motion by Douglas, seconded by Vogel, Resolution No. 2006-36 entitled “Resolution Authorizing Submission Of An Outdoor Recreation Grant Application To Fund Veterans Memorial Park Project“, was introduced. Upon roll call, with all in favor, the Resolution was declared passed and adopted.     LHA Community Awareness at Gustavas Adolphus College

    Continuing our mission, April 22, 2006, Trudi Olmanson presented "Pollution in Lake Hallett in St. Peter" at the Environmental Justice Conference held at Gustavas Adolphus College in St. Peter. This conference focused on waste production, reduction, and conservation on campus. Trudi presented her, and the Lake Hallett Association, view and effort in protecting Lake Hallett. The content is provided herein as a Powerpoint Presentation.

     


    For decades children and adults have discovered the joys of
    Lake Hallett...
    fishing, swimming, boating, floating, snorkeling, SCUBA dving and exploring this jewel in the midst of the city.
    The Lake Hallett Association is working to provide this same opportunity to future generations.

    Mission Statement

    The Lake Hallett Association is dedicated to the protection and promotion of Lake Hallett as an environmentally-sound recreational and aesthetic resource for the citizens of the St. Peter Area. Since Lake Hallett is one of the cleanest lakes in southern Minnesota, we believe it is better to enjoy this natural resource as it is now then to degrade it by using it for storm water treatment of St. Peter's industrial and residential runoff. It has become well understood by water resource managers that storm water from agricultural and urban areas has degraded many of our precious water resources (especially in Southern Minnesota). We believe that the citizens of St. Peter will be best served by the local governing body by diversion of the storm water away from lake Hallett. This would be the most cost effective way to maintain the current water quality of Lake Hallett for generations to come. Diversion of the treated storm water could be done relatively easily and would be much less expensive then available lake restoration and maintenance techniques that will be needed if the lake continues to be used for storm water treatment.
